Changes to the Eligibility for the Commonwealth Age Pension

The Commonwealth Government decides who is eligible to receive Pensions, and how much they are entitled to, based on their assets and income.

On 1 January 2017, the Commonwealth Government changed the eligibility criteria for the Age Pension.  These changes mean some people will no longer be eligible to receive Age Pension payments.

The Commonwealth Government’s changes only apply to people who have significant assets apart from their family home.  For example, the pension threshold for a couple with assets in addition to their family home is now $816,000.

People who are no longer eligible for the Age Pension will be notified by Centrelink.  

Pension eligibility determines access to local concession schemes, including the ACT Pensioner General Rates Rebate and the Fire and Emergency Services Levy Rebate.  ACT residents who become ineligible for the Age Pension as a result of the Commonwealth Government’s changes will no longer qualify for these rebates.

Because the Commonwealth’s changes have taken effect halfway through the year, the ACT Government is offering a six-month waiver of any additional rates charges. Pensioners who qualified for these rebates last year will continue to receive them until 30 June 2017.  

Canberrans who continue to be eligible for the Age Pension after 30 June 2017 will continue to qualify for ACT concession schemes.

The ACT Revenue Office will contact relevant people to seek clarification of their eligibility for these rebates in future years. This will be done well in advance of 2017-18 rates bills being issued.

Changes to Stamp Duty in the ACT

On 15 December 2016, the Treasurer introduced reforms to the Duties Act 1999 and other Acts to implement a new system to collect stamp duty.

These changes to how stamp duty is collected, known as the ‘Barrier Free’ model, will make buying property simpler and more efficient because buyers will no longer pay stamp duty before settlement of a property.

The new system will minimise the number of interactions with the ACT Revenue Office, leading to faster turnaround for customers. Buyers will only have to lodge documents once at Access Canberra.

The implementation of the Bill will be timed with the launch of the ACT Revenue Office’s new IT system.  This is expected mid 2017.

Over 60s Home Bonus Scheme Ending

As announced in the 2014-15 Budget, the Over 60’s Home Bonus Scheme was to assist eligible non-pensioners aged 60 years and over, move to accommodation more suited to their needs.

The scheme was to run for two years, over 2014-15 and 2015-16. As part of the 2016-17 Budget, the scheme was extended for 6 months and will now cease on 31 December 2016.

Increased eLodge access and usability

The ACT Revenue Office is expanding its eLodge digital conveyance system to accept a greater range of dutiable transactions.

From 5 December 2016 registered practitioners and agents will be able to lodge the following transactions online using the eLodge Conveyance SmartForm:

  • Residential Land and Improvements (RLI);
  • Residential Land Only (RLA);
  • Residential Off the Plan Agreement (ROP);
  • Commercial Land and Improvements (CLI);
  • Commercial Land Only (CLA);
  • Residential Crown Lease (RCL);
  • Commercial Crown Lease (CCL);
  • Residential Surrender and Regrant (RSR);
  • Commercial Surrender and Regrant (CSR);
  • Land Rent Crown Lease (LRE); and
  • Land Rent Transfer (land with or without improvements) (LRT). 

Applications for Home Buyer Assistance i.e. Home Buyer Concession Scheme, Pensioner Duty Concession Scheme, Over 60’s Home Bonus Scheme or Deferred Duty may now also be lodged online with your transaction. However, should you wish to lodge your Home Buyer Assistance application at the Access Canberra Shopfront in Dickson your transaction must also be lodged in person.

Registered Practitioners may authorise an Agent to lodge on their behalf using the eLodge Conveyance SmartForm. To do this registered Practitioners and their Agent must complete the “eLodge Agent Authorisation Form” located on the ACT Revenue Office website and email it to DGC@act.gov.au for registration.

If you are not yet a Registered Practitioner you can register by completing the "eLodge Registration Form", also located on the ACT Revenue Office website and email it to DGC@act.gov.au.  Once the registration process has been completed you will receive details of your unique Client Reference Number (CRN) and information on how to use the eLodge system.  

The ACT Revenue Office will also be offering onsite training to registered users on how to use the eLodge Conveyance SmartForm.  For further information please call 6207 0024 or 6207 0028.  Please note that training is only available within the ACT.
